Once the Outbound Message is generated - you'll need to process it in order for it to generate the XML File that Transaction Manager uses to generate your Purchase Order Acknowledgement.
Processing All Outbound Messages
Navigate: Departments → TrueCommerce → EDI → Import & Export
Select: Process Outbound Messages
Processing Individual Outbound Messages
Navigate: Departments → TrueCommerce → EDI → Import & Export → Outbound Messages
Select: Desired Document → Reprocess Document
